Facial tissue, toilet paper, and paper towels use PAE (polyamide-epichlorohydrin) as wet strength agent — accounting for 45% of all global PAE demand (~$984M market). PAE generates 1,3-DCP (carcinogen H350) and 3-MCPD (suspected carcinogen H351) during tissue production. Both compounds migrate into water extracts from finished tissue — and tissue has direct face, body, and intimate contact. There is literally no commercial PAE-free permanent wet strength agent for tissue anywhere in the world. GPAM (glyoxalated polyacrylamide) only provides temporary wet strength. Kemira's 'biomass-balanced PAE' still produces 1,3-DCP from renewable feedstock ECH. The EU food-contact paper regulatory overhaul expected 2026-2027 will specifically target 1,3-DCP migration from tissue. CAGE would be the first and only food-grade, zero-AOX permanent wet strength agent for tissue.
